There's a reference to the name in these City Paper articles: http://citypaper.net/articles/2003-09-18/ice.shtml and http://citypaper.net/articles/2002-11-21/ice.shtml. A Google search reveals several uses of it in real estate and apartment postings(in a short-hand kind of way): http://philadelphia.craigslist.org/prk/152528661.html, http://www.sublet.com/Apartment_Roommate_Search/Pennsylvania_16_8_2003_Apartmentroommatesearch.html.
