Actually, it wasn't his user page at the time you tagged it. You tagged it at the same time I was moving it. When the user name is so close to the article name, and they don't have a user page, it's easier to move it than tag it for deletion, and it may well have been what he meant to do in the first place. My RfA edit

Thank you for your support in my recent RfA. I think valid criticisms were raised in areas that I need to work on, so I've withdrawn my name. I intend to work on addressing the concerns that were raised, and think I need to work contributing without allowing myself to become as stressed as I have been at times, which did result in some inappropriate behavior. You've done a lot of good for Wikipedia and I hope you continue. I think you are taking the criticism in the correct manner: not a personal attack but a chance to improve. FWIW, I still don't think that the admin tools in your hands would have been any problem. RCP is not easy and is aggravating. I did it for a little while and quickly realized that I could get too caught up in it and take it personally. Even the most even keeled person can get testy in the situations it puts you in.
