Estonian writing system

Hi!

I wanted to ask about your edit to the writing system section on the Estonian language article. You wrote that there were plans to implement the Cyrillic alphabet that fell through due to the literacy rate which was 80%. I couldn't find any sources for the literacy rate and no truly substantiated sources that said anything about the plan at all. I would be grateful if you could provide sources for these claims.
