Introduction
The Namibian Police with other stakeholders attempts to close all unlicensed shebeens “illegal Shebeen” in Khomas region the campaign referred to as “Secure Khomas for all” Commission Shikongo etal. Khomas region in particular Windhoek had witnessed the mushrooming of alcohol outlets especial in the lower income suburbs of Katutura something which is being pin pointed as one of the main causes of increased crimes witnessed in the region recently.
Although Nampol had the liquor act as tool to fight the illegal Shebeen campaign this did not went well due to political pressure from the government and other stakeholders like Namibia Shebeen Association (NASA) whose members threaten to disassociate themselves from the ruling party something which could hurt the ruling party badly as these areas where the so called illegal Shebeen operates are strong hold of the ruling party.
Arguments against “Alcohol abuse is cause of all evil in our society” Mrs De Clerk of WAD (Women Action Development) expresses her concerns during an interview regarding the organisation position on the issue. Some organisation, churches and the Namibian cabinet had early given Nampol support in a fight to close all unlicensed Shebeen in Khomas region, with some cabinet member going as far as saying “the law should be implemented as it is”
Arguments for With estimated 15000 illegal Shebeen providing an estimated 28000 jobs in Katutura had make this issue very sensitive, organisation like NASA had highlighted the negative impact this will have on the on society if such massive jobs and income creation opportunity lost, comparing the situation to that of defiant Ramatex garments factory that left over 3300 workers on the street upon its closure in 2008.Some opposition parties also join the fold in support of illegal Shebeen, The PDM (People Democratic Movement says “we have not seen a Government that is legislating its own people into poverty at a speed at which the Swapo party government and its organs are doing currently”. The Namibian brewery provided NASA with office space and physiological support to fight the campaign as this will have direct negative impact on their revenue.
Conclusion
The government seems to have make a U-turn on the issue off recent because the electorate may cast a protesting vote during the upcoming election although Nampol and its partners in this campaign want to persuade the issue political pressure from government will over power them in an effort to save their interest. Spot fines issued by Nampol to illegal Shebeen owners of N$4000.00 also don’t make sense as some outlets do not even make such amounts as turnover hence it is impractical to implements such fines; hence this campaign might die a natural death if the approach is not changed to a humane approach.
