Request reason:

I was blocked for linking to the conference paper which is hosted on my company website: it is the only location where it is available. It needed to be hosted somewhere and is not for commercial gain. The paper has four authors three of which are the Department of Conservation (New Zealand Government). I tried to link directly to the paper PDF but wikipedia did not like the html link with Maori characters in it. I understand the reason I was blocked, my previous username was also the company name 'Energyedge' that hosted the citation reference. There was no intent to use Wikipedia for commercial gain, I wish to update the New Zealand Falcon page of Wikipedia and intend to make a useful contribution.

Going by usernames and contributions, you also seem to be editing as User:RobDEng. Can you comment on that? See also WP:SELFCITE and WP:Identifying reliable sources; a scientific paper that you have to host in your company's webspace because no one else (say, a peer-reviewed scholarly journal on ornithology or conversationism or engineering?) is willing to publish it seems of dubious reliability to me.
