Hi Richy. It is Sir William MacPherson who chaired the Stephen Lawrence inquiry ([1]). The original page you made had virtually no content, but this is what it said:
Sir William MacPherson is the current head of clan MacPherson, which is part of the clan Chattan assosciation of clans to which the Blairs also belong.
He was the chairman of the Stephen Lawrence inquiry, and wrote much of the inquiry's subsequent report in his own longhand. He is blamed by many for the increasing inability of the police to deal with widespread criminality in non-European communities, due to the fear of being punished for the rather indefinable offence of "institutional racism", which he either created or gave widespread credence to in his report.
I would suggest you look at the requirements of WP:BIO before recreating the article. Put as many references in as you can, and make sure the article asserts why he is notable. Also, do not sign articles. I would agree that Sir William is notable and should have a Wikipedia article. See Wikipedia:Help and Help:Starting a new page for pointers.
