Hi. If you wish to upload this image to Wikipedia, you should be able to find the "Upload file" link on the left hand side of your Wikipedia screen, under "toolbox". If you can't find the upload file link, it might be because your account is not yet mature enough to be able to use that functionality. As I suspected, your account hasn't been used enough to allow you to upload images (this is to minimise vandalism). However, if you wish, you could submit the image for uploading to the site by someone. Send the image attached to an email to "photosubmission at wikimedia.org", and in the body of the email, indicate what the image is of, where you got it from, the article to which you think it should be added, and the copyright status of the image. Without seeing it, I can't tell you what its copyright status is, though if it is just the plain 7-in-a-circle, it's probably ineligible for copyright and hence in the public domain.
