Proposed deletion of Jean-Ralphio Saperstein

The article Jean-Ralphio Saperstein has been proposed for deletion because of the following concern:

Minor charcter, entirely not notable, not a likely search term required. Article sohuld be deleted and "DEVELOPMENT" section merged into character entry on Characters of Parks and Recreation
