Firstly, please remember to sign your comments on talk pages using ~~~~.
Secondly, the bar that you were writing your article on would have probably passed Wikipedia:Notability. However, it was created on the Balls page which was (and is) being used as a redirect for Testicles. Because of this, and because it did not conform to the Manual of Style, I interpreted it as vandalism. If you can highlight in your article as to why the bar is notable, and you can make it conform to the Manual of Style and WP:NPOV, please feel free to go ahead and recreate it at a more suitable title, such as Balls (bar) or Balls (Gainsville bar).
