Hi, We kindly request again to unblock, in order to potentially be able to do some purely technical tasks, like put up shared IP templates etc. We will not use this username to add links to the National Library of Israel, and won't likely edit the article space at all. While the username violates the username policy, as long as the user doesn't make actual edits to articles I don't see a problem allowing it (indeed this doesn't contradict WP:UN). I can imagine some very narrow uses for an "organizational" username which wouldn't be a violation of policy, so there's no reason to keep this block. I can confirm this account is indeed being used by the National Library of Israel. And as far as I can tell based on the user contributions and based on prior knowledge (having met face to face the people involved in GLAM in National Library of Israel), this account isn't used for promotional purposes.
At least in Hebrew Wikipedia it is used by the libarians and the GLAM volunteers to answer questions of editors asking for sources and citations from the library. Eran (talk) 11:32, 9 March 2016 (UTC)Reply

The username policy#promotional names section determines: "Users who adopt such usernames, but who are not editing problematically in related articles, should not be blocked. Instead, they should be gently encouraged to change their username.".
Furthermore, you can check the user contributions to see that this user has hardly any edits in the recent years, mostly edits that have to do directly with the organization (such as posting a shared IP address message on the organization's IP user page). The National Library of Israel is not paying anyone to edit, but rather deals in various activities in cooperation with Wikimedia Israel:
  • Hosting a monthly editing event to guide the public as of how to edit in Wikipedia, thus enlarging the Wikipedia community in Israel.
  • Donating materials (images) to Wikipedia [1].
  • Answering questions of editors asking for sources and citations of materials from the National Library of Israel.
  • And more.
