Health disparities is not the same as healthcare disparities. But I agree this article is somewhat leaning closer to healthcare disparities and need more attention to other causes of health disparities. such as social, economic and environmental health - disparities. There's a great deal of research in this area. The American Journal of Public Health and the American Public Health Association have focused on the causes of health disparities as a result of risk factors/exposures to whole populations that goes beyond the healthcare system.
