Speedy deletion of Tudor Arms Apartments

A tag has been placed on Tudor Arms Apartments, requesting that it be speedily deleted from Wikipedia. This has been done under section G11 of the criteria for speedy deletion, because the article seems to be blatant advertising which only promotes a company, product, group, service or person and would need to be fundamentally rewritten in order to become an encyclopedia article. Shouldn't a building that's listed as architecturally historical be considered notable, especially if it has connections with Bugsy Seigel? I would think it belongs just as much other other Portland landmarks like Ambassador Apartments or Arminius Hotel, which don't seem to boast more significance. I'm not doing this for financial or promotional purposes. My only intentions are historical and archival. Would the conflict of interest be nullified if I had a friend post this article?
