It's a simple administrative decision.
You made no statements whatsoever about the notability of the subject of the article. You explained what it is, but not why it matters.
Furthermore, you said that it is "an academic research (project)", and that "primary result of proposed research will be released" in the future. That means that this subject is still in progress and is not yet notable.
