Speedy deletion of Blackburn with Darwen Teaching Primary Care Trust

I've done some improvement work on the page, such as adding sections, doing the references inline properly, correcting some incorrect markup and the like, which gives it the look and feel of a proper article now.
In adding the inline references, I guessed at which references might backup which text. Inline references which directly support each bit of text are favourite! If you want to use the same reference to back-up multiple bits of text, you can add <ref name=PCTAR /> rather than type the whole reference out again.
You already have one external source, which is good, but more would be better (references to online editions of local papers are good).

When citing references, it makes for a better formated reference if you use the {{cite web}}template.

use as follows;

<ref name=LET>{{cite web|author=Lancashire Evening Telegraph|title=PCT wins award|url=www.lancashireeveningtelegraph.co.uk/news/story}}</ref>
