So can I edit the comments page in regards to deletion so that my comments only appears once - as one vote?

If the ip address indeed belongs to you, I think it's ok to merge the comments, provided you indicate that you have done so and why, in a separate comment. You then have to strike your second vote, using <s>text</s>. If you're not sure how to do this, you can put it on my user talk page first, so that I can check if you've done everything correctly.
Wikipedia's notability guidelines can be found at Wikipedia:Notability and Wikipedia:Notability (people). It says that "political figures holding international, national or statewide/provincewide office or members of a national, state or provincial legislature" are notable. Candidates in municipal elections are not included in the list. The discussion about candidates in elections is ongoing.
