(1) if you look at WP:NOT, it includes the following paragraph under "WP is not an indiscriminate collection of information":

Instruction manuals - while Wikipedia has descriptions of people, places, and things, Wikipedia articles should not include instruction - advice (legal, medical, or otherwise), suggestions, or contain "how-to"s. This includes tutorials, walk-throughs, instruction manuals, video game guides, and recipes.

(2) Even without the actual recipe, to show that the Squidarita "has gained some popularity in various locations", you need to provide verifiable sources such as news clippings. Wikipedia should not be part of a process to "create the hype", as compared to reporting on things that are already notable as provable by verifiable sources.
