No, the summary being too long is not up for you to decide; it is, after all, a collaborative effort. But, if collaborators think it's too long, it's unwise to jump in and make it longer. What I said is that plot summary length is NOT for me to decide. I then added my rationale for so doing in my last entry in "The Dutch Ship?" thread.
