My apologizes if I do not do this exactly right there is always a learning curve for doing something new.

I am taking an accounting class and in part of the reading we have started doing payroll and payroll deductions. One deduction is State and Federal Unemployment Tax, which there are some exemptions - one being school districts. I work for a School District and with the economy there has been some talk of various cuts and lay-offs. My question is does that mean if you are a School District employee and that School District has not put money into the unemployment system you can not file for unemployment if you are laid off?
