As a result of the AFD on this article, I've done a bit of digging in the London Gazette. From number Arbuthnot&selMedalType=&selHonourType= 25505 of 25 August 1885. Searching via http://www.gazettes-online.co.uk/archiveSearch.asp?WebType=0&Referer=full for William Arbuthnot between 1838 and 1893 generates 35 hits, some evidently not this chap, but I've only actually looked through the first few
