Paula K. Konikoff is a member of the Appraisal Standards Board and is an independent real estate consultant with 20 years of experience of providing clients with advisory, valuation and other real estate consulting services. The scope of her practice ranges from designing and conducting due diligence investigations on properties, conducting and evaluating property appraisals, and advising private and public institutions (both owners and lenders) in connection with the acquisition, development and disposition of their real estate holdings, as well as their fit within a real estate portfolio. She has been retained to provide such services concerning properties throughout the USA (from Hawaii to New York), and abroad (from Hong Kong to the Czech Republic). Before establishing her independent practice in 1993, she was Director, National Real Estate Valuation Services at KPMG. She is also an adjunct professor at NYU and is Program Chair of the Real Property Law committee of the Association of the Bank of the City of New York. The section editor is Joshua Stein, a real estate and finance partner in the New York office of the international law firm of Latham & Watkins LLP. His articles and books on commercial lending and commercial leasing have been extensively published in Briefings in Real Estate Finance and elsewhere.

She has over 20 years experience involving litigation support, expert testimony and arbitration in real estate matters, development of appraisal and appraisal review policies and procedures, portfolio evaluations for pension funds, investment banks, and compliance, and strategic planning for community development nationwide. She has served as an independent consultant to the real estate industry since 1993 and was an adjunct professor at the New York University Graduate School of Business from 1992-2004. Ms. Konikoff has authored articles for numerous publications, and is a member of the Appraisal Institute, Association of the Bar of the City of New York, and the Urban Land Institute.

Her broad national and international experience enables her to provide unusually comprehensive analyses for the growing number of investors and lenders with international real estate portfolios. She is a frequent speaker and author on appraisal and other real property issues. Prior to establishing her independent real estate advisory practice in 1993, Konikoff was director of national real estate valuation services at KPMG. She joined KPMG in 1989 after having served as president of the Hudson Group, a national real estate consulting and appraisal firm. Previously, she had been an attorney in private practice with the Philadelphia law firm of Dilworth, Paxson, Kalish and Kauffman, where she worked in both the real estate and corporate law practice areas. Konikoff is also an adjunct professor at New York University, where she has taught graduate and Denver, Colorado, April 12–16, 2004 29 undergraduate courses on real estate finance, markets, and appraisal. She is an instructor as well for the Appraisal Foundation, where she conducts programs on standards of appraisal practice and on professional appraisal ethics. She develops and presents real estate valuation seminars for continuing education credits for CPAs and attorneys. She has also served as an expert witness in a variety of legal cases in which real estate valuation and damages issues have come into dispute. Prior to her appointment to the Appraisal Standards Board in January 2003, she presented seminars on standards of practice, ethics, and valuation issues in litigation for the Appraisal Institute. She earned a BS from Temple University and a JD from Villanova University School of Law.

Dr. William Henry Riley III ... Dr. William Henry Riley III Director of Real Property Tax Administration, ... Dr. William Henry Riley III serves as Director of Real Property Tax Administration in the Office of Tax and Revenue for the District of Columbia. Mr. Riley, who holds a doctorate in public administration, has more than 27 years of professional experience in property valuation and assessment administration, including residential, commercial utility and railroad property appraisal and appeal negotiation. He has supervised a statewide mass appraisal and assessment system, including tax credit and billing. Mr. Riley has extensive experience with management information systems, particularly the Computer Assisted Mass Appraisal System. Before appointment to his position in 1996, he was Assistant Director of the Maryland Department of Assessments and Taxation. Mr. Riley received a doctorate from Nova University, a master's degree from the University of Baltimore and a bachelor's degree from Wofford College.

Dr. William Henry Riley CAE is a professionally designated real property appraiser and holds a certified general appraisal license. Having 33 years experience in single property and mass appraisal, he has taught real estate appraisal courses, and published and presented numerous papers on appraisal and ad valorem administration. He holds undergraduate and advanced degrees in economics, business and public administration. He has received the Certified Assessment Evaluator professional designation (CAE) of the International Association of Assessing Officers (IAAO). He is an IAAO senior national instructor and is an AQB Certified USPAP Instructor. Dr. Riley is Chair of the IAAO Committee on the Uniform Standards of Professional Appraisal Practice and is that organizations representative to the Appraisal Foundation Advisory Council.
