Personal observation. I was AGR (i.e., active duty) at the 140th from September 1988 until September 1991. The old, abandoned shoppette and mess hall were torn down early in Fiscal Year 1989 (i.e., 4th quarter of calendar year 1988 or 1st quarter of calendar year 1989). The general contractor set up their construction office on the site of the shoppette, and proceeded to build the foundations for the new administrative building on the site of & surrounding the old mess hall. About that same time, they started the foundation work for the new motor pool. The old admin building/warehouse and the old motor pool remained standing until we could move into the new motor pool and admin building about two years later. I think the new motor pool was finished a little bit before the new admin building, but I cannot say that for certain. We were still in the old admin building when Operation Desert Shield started in August 1990 but we were in the new one before the Desert Storm air campaign began. We used a portion of a GSA warehouse when the old one was razed; unfortunately, we didn't get a key to the GSA's back gate, located not even half a block south of our back gate, so we had to drive down to Eastern, south to Rickenbacker & the GSA gate, and then back through the GSA compound almost as far east as we started, every time we went to the warehouse.
