RSS implementation?

I'm delighted that people like this idea. Sadly, I am not currently competent to write it myself, or have somewhere to host it(unless I could run it off my personal machine...) I think an IRC based implementation would be the easiest to get working(although I love the idea of a RSS version) - can anyone point me to some resources to get something like this written, or learn more about how to write it myself?
