My IP, which today is 143.255.84.78, is provided by my ISP Viginet C.A, as can be verified at https://whatismyipaddress.com/ip/143.255.84.78. It does not look like a VPN with all the geo-references available. The address is not listed as an open proxy, as far as I can see. It may be a Range block/Shared IP blocks. Can you confirm this?
