Where is my button move/rename in enwiki?

In ruwiki there are six buttons over the text: article, discussion, edit, history, move/rename and watch. In enwiki only five buttons: move/rename is absent. Can I move/rename a paper in enwiki? How?

Help:Moving a page#How to adviced me click on the "Move" tab near the top of the page, but I haven't any "Move" tab. Why?

The move function is limited to "autoconfirmed" editors - those who have been active for a brief qualifying period. Based on your edit history, you should have been autoconfirmed. However, it appears that changing your username has reset the clock. You should get the ability to move pages in another day or two. --Kubigula (talk) 04:11, 3 September 2008 (UTC)
