Hi there. In case you didn't know, when you add content to talk pages and Wikipedia pages that have open discussion, you should sign your posts by typing four tildes ( ~~~~ ) at the end of your comment. On many keyboards, the tilde is entered by holding the Shift key, and pressing the key with the tilde pictured. You may also click on the signature button located above the edit window. This will automatically insert a signature with your name and the time you posted the comment. This information is useful because other editors will be able to tell who said what, and when. In response to your threat at WP:ANI

It appears that so far, you have not made any edits at Wikipedia that were actually useful. The only edits you have made are insults and complaints. Hi Fisherqueen, actually I have made several edits on a pervious account. I started this one only to address someone who had been sending me repeated insults. My thought was to start on a new account to avoid having this person continue insulting me. Of course afterwards I realize it would help to start my new account AFTER I respond to the person insulting me, but that is now a moot point since I haven't had a chance yet to actually do the thing I planned in the first place - respond to original the offender!

ANI is the complaint you made at Wikipedia:Administrators' noticeboard/Incidents. It's not the best place to go to complain about a user, instead the accepted practice is to just drop it and get on with editing. What's your other account you've mentioned?
