For a sportsperson to be considered notable, they need to have represented their country, or been inducted into a hall of fame, or similar. Under 21 teams do not count for this. The reference you give does establish a connection to Waipukurau, which is at least a start.

For an actor to be notable, they would need to have a solid body of work including some significant roles. IMDB is not an authoritative source, and it only shows minor roles in a single TV series.

I don't expect that every person added to a list of notable people from an area is necessarily going to pass the criteria at Wikipedia:Notability (people), but they do need to come reasonably close. I have explained above why these links are not sufficient. You appear to have completely ignored this.
It is not necessary to scan newspaper articles. A reference does not need to be online. Giving the newspaper name, date, article title and page number is sufficient (perhaps the author too, if it's signed) as that will allow anyone who wishes to look it up at the local library. However, perhaps you could explain here what the "Worlds Olympia and Universe natural bodybuilding" is, and what year this was held. There are no Google hits for that precise phrase, so it must have occurred before the internet was common, or you have misspelled the title.
