Proposed deletion of Lionel Rumi

The article Lionel Rumi has been proposed for deletion because of the following concern:

Fails WP:NSKATE; medal placement at the junior level or bronze/silver medals at the senior-level national championships explicitly do not meet the requirements of WP:NSKATE.
