The difference probably is that other bad links have not been cleaned up (yet). See the WP:EL guidelines for what should and should not be linked. And who should and should not be placing links. For a town the links should probably be just the official town government site. Any other links should be clearly justified under the guidelines and only be placed by people who have zero connection to the linked web site. -- TRPoD aka The Red Pen of Doom 17:10, 14 April 2014 (UTC)Reply

You can leave the link on the talk page of an article with your rationale for why it is relevant to that particular article and wait to see what the community consensus is and if the consensus of unrelated editors feels it is appropriate to add one of them can add it. -- TRPoD aka The Red Pen of Doom 10:59, 15 April 2014 (UTC)Reply
