Observation

The specific proposal is similar to the es wiki procedure although differing in some of the particulars. There are cultural differences between en wiki and es wiki to be sure and we have a lot more sysops, but based on the recent track record of use there, I'm unconvinced this would actually result in any additional removals compared to the current ARBCOM only procedure.
