I think the difference between Fawlty and Thatcher is that the idea is you laugh *at* Fawlty because he's so completely ridiculous and insulting, rather than *with* him (or at least I'm pretty sure that was the scriptwriters' intention; however, I don't doubt that many of the audience probably sided with him).
