Why was it necessary?

Why was it necessary for the undoing of my edit? Here is the link: https://en.wikipedia.org/w/index.php?title=Hilltops_Council&oldid=prev&diff=1071931508 I don't understand why some people have a problem in regards to some populated places to be grouped based on their former local government areas before the merger occured.
