"If you looked hard enough and can't find one, maybe you did find the one head of state who nobody cares enough about to write about". That's pretty much the reason why nothing can ever get done (let alone started). My belief: create the link; create the article; slap a {{notable}} tag on it (if you must); and they will come. Of course, I can't predict when they will come.
Incidentally, a stub does portray something about the importance of the topic (even without reading the text); however, the absence of an article can be misinterpreted as oversight.  HWV258.  04:17, 16 December 2009 (UTC)
