Speedy deletion nomination of Toni lee scott

A tag has been placed on Toni lee scott requesting that it be speedily deleted from Wikipedia. when you load up a picture to Wikipedia you have to allow commercial use, otherwise it will be deleted. Do you know the history of the image? Was it published somewhere? Was the copyright renewed.
