An anonymous user continues to redact large parts of the entry on Knoxville mayor Bill Haslam that concern an ongoing (and politically embarrassing - especially as he gets set to run for governor - situation that has transpired)

While the neatrality of the article has been disputed, I have responded to the crticism to make it as factual and unbiased as possible (and reference a variety of sources) and no one has come to offer any facts to the contrary) but this user continues to simply delete it.

Is there a way to limit additional changes to the article to a) only registered wikipedia users or 2) those who identify the reason they are making the change?

Unfortunately, or perhaps fortunately, no to both. Protection is only used in extreme cases of vandalism and revert warring. There is a dispute resolution mechanism for content disputes. There is also generally no advantage to requiring another editor to register - you will have the same knowledge of who you are dealing with. In any case the editor has a static IP address. I have to say the article appears quite unbalanced at the moment, and I would recommend another read of WP:NPOV, particularly the bit about undue weight. There is also some leading and unsourced language, such as "deceptive purpose", "organization has been exposed", "that's why he's against it", and some other bits.
