Wikipedia does not have moderators; everything is decided by the community.

In the case of an editor adding badly referenced material, you - or anyone - could 'warn' the user, probably with the template {{Uw-unsourced1}} (take a look) - you'd put that on their talk page, by putting a new section with the code {{subst:uw-unsourced1|Name of the article here}}.

If they continue, then level 2 and 3 would be appropriate; if they persist, after warnings, then ask for them to be blocked on WP:ANI.

You could also, if appropriate, request that the page is semi-protected (preventing new/unregistered users from editing it) or fully-protected (which prevents all edits) - see WP:RPP.
