Yes, verifiability/sourcing IS more important than accuracy on Wikipedia. Images such as the one you show here fall under WP:UGC, and are generally not appropriate as citations. While I would never accuse anyone of this, for all the lay reader knows that photo was taken while the coach was being moved between storage facilities. You and I both know that not to be the case, but there's no way to confirm this.
