Excluded maintenance templates

Why are some maintenance templates excluded? I'm okay with the ones 1-14 because they're invisible, but the templates 15-20 are clearly visible! An example of Cewbot reverting my edits is in The New York Times where Cewbot says that the only maintenance template is very long, when split is also one of them.
