Welcome to Wikipedia. Everyone is welcome to contribute constructively to the encyclopedia. However, the username you have chosen (Centralsgcdc) seems to imply that you are editing on behalf of a group, company or website.
There are two issues with this:
- It is possible that you have a conflict of interest. In keeping with Wikipedia's neutral point of view policy, you must exercise great caution when editing on topics related to your organization.
- Your account cannot represent a group of people. You may wish to create a new account with a username that represents only you. Alternatively, you may consider changing your username to avoid giving the impression that your personal account is being used for promotional purposes.

editAs reviewing administrator, I deleted the article for the second time. It was indeed promotional, in the following ways, all of which are typical of promotional writing:
- It went into excessive detail about the bureaucratic structure and goals of the organization
- It uses vague terms of praise, public relations jargon, and unnecessary verbiage- for example,"actively promotes" "creation of a tightly-knit community through forging bonds between individuals " "has a number of departments dedicated to its services to the community," " An overview of this strategic thrust includes:"
- It has many unsourced claims , for example "These services equip the unemployed with the necessary skills and knowledge in order for them to become more employable. " This requires a third party reference to show that it does accomplish this goal. It would have been better to say "These services are intended to equip the unemployed... " -- and even then it would need a reference.
- there is considerable repetition, both of wording and of ideas.
- The article reads as if it were copied from a web site. Do not copy from a web site, even your own -- first it's a copyright violation, but, even if you give permission according to WP:DCM, which most organizations are unwilling to do (it gives irrevocable permission for anyone to use and modify the material, even for commercial purposes), the tone will not be encyclopedic and the material will not be suitable.
- The article has no references providing substantial coverage from 3rd party independent published reliable sources, print or online, but not blogs or press releases, or material derived from press releases. The web sites of related organizations aren not acceptable as such references. Without such references, we almost never consider that articles on individual councils such as yours are encyclopedic content.
