Balkan non-paper and Janša

Allegations are tricky to deal with, but I would say that while it is not a proven fact that Janša authored or circulated the paper, it is a fact that lots of people have said that he did. The authorship of the document, because it has been mentioned widely in the media, can be considered notable, and that numerous people attribute the paper to Janša is a statement verifiable with reliable sources. For that reason, I'd support re-adding the statement.
