When you use PD material, it is necessary to indicate exactly what material is being copied from where, normally ny the use of quotation marks, just the same as every use of material copied from elsewhere. And you should avoid jargon such as " across the NIH" , whether orb to it is in the original. WP is written in Eglish not bureaucratese. Use of terms like this gives an impression of promotionalism.
