Decline reason:

An account which has been used only for vandalism needs to be blocked. At a rough guess, I would say that about 98% of blocked editors who request an unblock claiming that someone else did the vandalism using their account are lying. When that happens, it is yet more reason to keep them blocked, as it makes no sense to unblock someone we know can't be trusted. If, on the other hand, you are one of the (say) 2% who really have been subject to someone else abusing their account, then your account is compromised, and must remain blocked to prevent further abuse by the person who compromised it.
