I still disagree with having this issue contained in Ferguson's biography, given it only covers a small part of 2 months of his life and makes up almost 25% of his biography. However, under the assumption it will stay in, I've updated the content and added missing content directly related to the issue. For example, the reference in the second sentence is from the local councillors' political party website, so the text has been updated to address this. I have integrated the content from the subsection into the main section, where it flows better, and updated the tense to reflect that this issue is resolved. The RoSPA report must be included in any fair reporting of the issue, so it has been included. Finally, I changed the sentence about the Bristol City Council "resolution" to summarise the content referenced - claims about the aim of the resolution were not supported by the citation.
