OK, i admit i used a proxy to bypass the communist firewall censor. Is that make everyone using a proxy got multiple accounts?

Decline reason:

While editing via a proxy to bypass the "Great Firewall" is not disallowed, there is something suspicious going on at the article you were editing; the article was being flooded with new opinionated accounts, of which this is one.
