Andrew--great start to your draft. Some suggestions, which you already know: sub-headings to help organize, proofreading for errors, perhaps drawing on a few other sources if you can to build up the article: what about that Applebaum book? One suggestion: you might think about explaining what the commission actually did. What were some of the activities they engaged in/places they visited/challenges they faced in the actual mapping process? Just to give a better sense about what this thing looked like on the ground.
