First let me thank you for taking the time to contact me about the image I deleted. Also, many editors become highly irate when they notice the image they uploaded or article they started was deleted. I want to especially thank you for keeping your cool, remaining civil, and asking me very straightforward what happened. The reason I deleted the image Larrymaysey.jpg was that it was tagged under our Criteria for speedy deletion, specifically image criteria three. The licensing information you gave on the page was

"This picture of Larry Wayne Maysey was given to me by his family to use on his POW/MIA Remembrance website and any other sites about him, such as The Vietnam Veterans Memorial website..."

While this is a very good cause to use the photo, the term "other sites about him" is rather vague. Personally, I would recommend asking the family if they would be willing to release his image under a free license such as the GFDL. In essence, the GFDL allows anyone to use the image, provided they give credit for the people who made it (essentially who he is, in the case of a personal photograph like this). I was going through my logs, and I happened to notice that you uploaded a new image with proper licensing requirements, this is good to hear. I also see it's being used very well within that article.
