Feasibility: You will need to read legal resources and lawsuits
Scope: Why focus only on American cases? Is it the only place where identity theft happens?
Justification: There is a Wikipedia page about identity theft. How will this section differ and why shouldn't it simply link to that article? Also, the top of the article says that there have been suggestions to merge this page with another page. How will the merging affect the section you are planning to improve?

Proper formatting: The link to Danny Sullivan's user page is incorrect
