To answer your question, USB internet sticks have a built-in wireless modem that allows Internet access generally wherever there's cell phone internet. Some of them do actually store pages that have been viewed before, but not all of them do. As for a connect card on your Toshiba Mini Notebook (which I will assume uses ExpressCard connections), I can't seem to see where such a card will fit; it seems that you'll have to use a USB connect card.
