"Potential" candidates are by-and-large reserved for notable people with Wikipedia pages, and people who do not meet such standards are frequently removed..." I disagree with those two statements. Your definition would include Hitler and Charles Manson if they were running for office. Before filing with the city clerk's office, about a year earlier candidates must file with the city Ethics Commission, and file candidate intention statement form 501 and other forms.
