Request reason:

This IP range (92.40.168.0/23) is owned by Three UK, a mobile operator in the UK. These IPs (among others) are randomly assigned to mobile devices every time they connect to the network. What's more Three makes use of Carrier-grade NAT, meaning that there are thousands of people behind this specific IP alone. Whilst I understand that this provides ample opportunity for anonymous vandalism, and thus understand why you may choose to block them from editing anonymously, by blocking this entire range from even signing up for accounts you are punishing tens if not hundreds of thousands of people and preventing them from making genuine contributions because of the malicious actions of very few. I personally will likely no longer be on this IP address by the time you read this (due to the aforementioned networking setup) but I just thought I ought to make you aware.
