Request reason:

This IP range is used for anonymous editing on mobile phones using the Opera browser. Blocking this range of IPs means that anonymous mobile editing is impossible. There is no significant history of vandalism to justify such a block and it has the effect of perpetuating the problem of systemic bias that wikipedia has

Decline reason:

Users can still edit with registered accounts. It seems like Opera was the reason this block was put up in the first place. — Daniel Case (talk) 04:14, 27 November 2011 (UTC)Reply

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.
